Copyright violated, now what?

I am author of a popular 1000+ page exercise website. A few international sites have stolen our intellectual and creative properties (graphics and javascripts) and have ignored our request to remove our works. My copyright infringement notice to one US host of one of the foriegn sites have fallen on deaf ears despite their policy against copyright violations. I have a very small budget and am not sure if I can afford a lawyer. Does anyone have any suggestions?
