Dear Mr. Henderson,
There is no question that you can do it, there is a question about how it is done. There may be exposure to liability or worse, you may be sued even if you are not liable. The publisher may not be willing to risk liability.
I'm not saying it can't be done. The risk grows with using live people in the fiction.
