My company is currently working on an education program which will be sold and distributed to schools across the nation. There are a couple time that we would like to use about 3 seconds of various footage from other sources. Is there any legal limit that you can use someone else's work (so many seconds) before you would have to ask permission or pay for use? I am trying not to have to buy stock footage since I would have to buy more than I would be interested in using and I heard somewhere that you are legally allowed so many seconds before you are actually infringing. What are the actual laws/limitations?
