Claiming Copright on Old Maps

Someone has produced a work consisting of color copies of public domain maps and has added little explanations of what the maps show.

Can someone use all or portions of these copies in their own work, not using the added content. IOW, does the original compiler have any claim in the copied physical material to which nothing original has been added?
