That will depend on whether they are (i.e., what jurisdiction) and how old they are (because copyrights protect works for a limited period of time, although that period can be (and often is, in some circumstances) more than a human lifetime. : If, for example, you have a copy of the Mona Lisa, it's fairly safe to say the copyright of the Mona Lisa has expired. On the other hand, if you have a copyright of Andy Warhol's funky reprint of the Mona Lisa, the copyright probably hasn't expired. : Unfortunately, after that, it starts getting a little fuzzy. If someone has scanned in a picture and made edits (maybe even just cropped the picture) and you copy that, that person may have what's called a "derivative work" in that particular expression of the painting.
