MODERN church music usage

: No one seems to be an expert in the MODERN use of Christian music in the church. When a church "performs" a song that is NOT covered by their CCLI license (such as a secular love song) do they need to request permission to perform from the publisher(s)? Also, what about the print they use? Is there ANYONE OUT THERE who is an expert in this NEW field? I have looked high & low. We're not talking about choir stuff here.
