Facsimile of 16th C. document--copyrighted?

I was recently informed that the fasimile photograph of
a 16th century manuscript folio which is in
a book published 8 years ago in Italy does not fall under
copyright protection and can be duplicated for use in
other works. Can anyone substantiate this claim, or
point me towards the relevant sections in US copyright law?
