do I need permission from the publisher?

I'm using about 12 quotations in a book I'm writing. I got many of them from one book--the definitive adult biography of the subject about whom I'm writing a children's biography. But I'm not quoting the author of that biography; I'm quoting a 17th-century scientist and his contemporaries. But in most cases, I did not see the primary sources. I got the quotations from the other biography, which does cite the original sources. Is it OK for me to use these quotations without written permission from that book publisher? They definitely fall under the Fair Use amount. The book I'm writing will include a bibliography, but no footnotes. Thank you.
