Our question has to do with governmental documents or documents prepare by contractors for governmental agencies. We are not copying them for commerical use and no fees are charged, but only to use for educational purposes on a website. Also to criticize what is contain in the document. We copy 100% of the material and post it.

Is this fair use and not a violation of the copyright laws?
