How to find out if a book in protected by copyright

I am involved in a project for degitizing books and making them available freely on the Internet. My understanding is that books published in the US prior to 1923 are now in the public domain.

1) Are there resourses that explain -- to a layman -- the international aspects of copyright?

2) Is there a simple guide out there from which one -- again a layman -- can determine if a specific work has entered the public domain.
