First, I'm not a lawyer, but have worked in music publishing. Generally though, you need to get the permission of the copyright owner of the original song, which is generally the songwriter's publisher. This has nothing to do with the artist, unless the artist wrote the song and/or owns the publishing.
Its been 10 years so my memory's a little fuzzy, but your 1st step is to contact the publishing co. of the original song and go from there. There are specific issues re: parodies, but they'll know them...
